Concerning the money due to Roger Langford for payment to men in the Navy serving in the Narrow Seas until last August; the ordinary men at Chatham have not been paid at all and have been in great distress during this winter; in autograph: "their case is very miserable and the danger may be great for these be the shipkeepers of all the Royal Navy ..."

Charles Howard, 1st Earl of Nottingham (1536-1624) was an English admiral. He succeeded his father as 2nd Baron Howard of Effingham in 1572, and was later created Earl of Nottingham in 1597. He was a cousin of Elizabeth I and was appointed to a number of state positions by her, including Lord High Admiral of the English fleet. Sir John Fortescue, a prominent scholar of Greek and Latin, became Chancellor of the Exchequer in 1589. Fortescue became wealthy through his office and connections to the Custom House.
